Challenges Remain for Humanitarian Assistance in Northern Gaza In Spite Of Truce

While the access route from Egypt opens in the coming days, humanitarian organizations confront major obstacles providing assistance to Gaza City, the territory hardest impacted by food shortages, according to experts.

Access Problems

Major routes are practically blocked due to massive destruction across the conflict-affected area – or remain under the control of military units. Any vehicle that breaks down is almost certainly instantly looted.

The main entry point, the primary access route to the north, damaged by multiple years of war, has been shut down for several weeks, and authorities have informed humanitarian organizations in Gaza that there are no current intentions to open the border point, as stated by relief personnel.

Destruction in Gaza City

Gaza City was the objective of a large-scale military operation initiated in August that was still under way when the temporary truce was finalized last week.

Damage in the north has been widespread, with complete communities including local municipalities and neighboring towns in destroyed as well as many of the surrounding regions of the urban center.

"Any opening of a border point into Gaza is beneficial, but we need to make sure we can access populations where they are," commented a policy expert from an international NGO.

Relief Circumstances

Witnesses said many of the approximately 300,000 people who have come back to the northern area from the densely populated southern area where they had been living during the Israeli offensive were now "living" among the destruction of their homes, often without any protection and with limited food or water.

A spokesperson from a humanitarian body said the damage in northern Gaza was "overwhelming".

"We see neighborhood after neighborhood, home after home ... there is extreme need for clean water. Conditions are severe. We need each access route operational," the official, who was in the northern city recently, said.

Insufficient Distribution

A local director located in the urban center said the necessities in what used to be the territory's bustling commercial and cultural hub were "enormous".

"We see positive expectation and faith but there needs to be immediate enhancement on the border points. There has been no major improvement on the reality yet," the representative stated.

"We are still getting a very limited amount of aid [and] we are just beginning to comprehend the level of damage. Numerous roads are overwhelmed by debris ... there is scarcely a building that is secure. There remains harm and live explosives everywhere."

Ongoing Progress

In recent days, relief groups said modest volumes of necessary propane reached Gaza for the first instance in multiple months, along with shipments of grain products, rice and produce. The recent deliveries sent commercial prices decreasing.

Within a central community, a civilian said there had been noticeable change since the peace agreement.

"Stores are containing products, vegetables, and produce, although the prices are remaining elevated and not accessible for the entire population," the individual stated.

Cold Season Preparations

"The crucial necessities at present, particularly given the approach of colder weather, are to have a temporary housing to keep us safe from the low temperatures and warm garments because the stores do not have adequate garments for us or, if they can be found, they are extremely limited and very expensive."

Nine organization-assisted bakeries in mid and southern regions have restarted operations since the peace agreement.

Aid Distribution

Trucks were announced to have come through the Kerem Shalom crossing from Israel to Gaza during recent days, though specific quantities were unclear.

The country's news organization announced that Wednesday's assistance transports would include food, healthcare equipment, petroleum products, propane and materials to restore vital infrastructure.

"Humanitarian aid keeps coming into the Gaza Strip through the Kerem Shalom crossing and alternative access points after security checks," an military representative said.

Distribution Complications

But tracking the volume of transports could be deceptive, advised an expert from a relief agency. "We need to know what is in the vehicles and how full they are for it to be a really meaningful indicator," the official added.

Commercial operators are transporting fleets of vehicles carrying confectionery, fizzy drinks and light food, which have poor dietary quality, while urgent medical support for young people or individuals who have gone without sufficient nutrition for an extended period are unavailable.

Healthcare Situation

In Gaza City, only seven healthcare facilities are functioning, compared with numerous in July.

Numerous organizations have millions of dollars worth of supplies stockpiled near the territory waiting to go in. A humanitarian body working with local residents across the territory for many years has three months' worth of food for all residents prepared to be distributed.

"We have the resources, the instruments and the expertise ... we only require the access," said one aid worker, who recently came back from Gaza.

Diplomatic Aspects

An international initiative details that "complete" support should be delivered to Gaza and be distributed through international organizations and humanitarian networks, without disruption from both combatant organizations or government forces.

This likely prohibits the debated government-supported aid group which commenced activities in earlier this year, leading to disorderly situations and numerous casualties as large groups of people gathered around its aid locations.
